Henry Percival Dodge

Henry Percival Dodge served as secretary to the American delegates at the Niagara Falls mediation in 1914. The conference protocol lists Joseph R. Lamar and Frederick W. Lehmann as the United States delegates, with H. Percival Dodge as secretary. Dodge subsequently forwarded the English texts of conference protocols to Washington. 2

On 13 June 1914, Dodge sent the Secretary of State a copy of a letter from the mediators to Rafael Zubáran Capmany concerning constitutionalist participation. The mediators had read the letter to the American delegates before sending it, but had not supplied a copy. Dodge forwarded the text after it appeared in the press, explaining that the department should have an authentic version. 3

Before Niagara Falls, Dodge had represented the United States in Central America, Morocco, and Panama. He later became minister to the Kingdom of the Serbs, Croats, and Slovenes and then to Denmark. 1
