Rafael Zubarán Capmany
Rafael Zubarán Capmany was a Campeche lawyer who joined Francisco Madero's campaign against presidential reelection in 1910. After Madero's death he supported Carranza's Constitutionalist movement, serving in its political administration and as a confidential representative in the United States. His agency was part of the movement's attempt to secure foreign support while its forces fought Victoriano Huerta. 1
On 11 June 1914 he transmitted Carranza's designation of Fernando Iglesias Calderón, Luis Cabrera, and José Vasconcelos as delegates. He described their mandate as settling the international dispute between Mexico and the United States. He was already working with the mediators in June, although the later diplomatic register dates his appointment to October. 2
Zubarán also signed the agreement between the Constitutionalists and the Casa del Obrero Mundial on Carranza's behalf. He later held the Industry, Commerce and Labor portfolio under Álvaro Obregón, from December 1920 to December 1921, and served as a senator, Mexico City municipal president, and diplomat in Europe. Support for Adolfo de la Huerta's unsuccessful rebellion in 1923 drove him into exile in the United States. He subsequently wrote for El Universal and died in Mexico City in January 1948. 1
