Central Asian Foreign Ministers and John Kerry Launch the C5+1
2015-11-01
Uzbek foreign minister Abdulaziz Kamilov opened a meeting in Samarkand on 1 November 2015 with John Kerry and the foreign ministers of Kazakhstan, Kyrgyzstan, Tajikistan, and Turkmenistan. Together they formed the C5+1: the five Central Asian states meeting with the United States. [2]
The ministers agreed to meet regularly, affirmed each state’s sovereignty, and made commitments to human rights and stronger civil society. Their declaration also called for cooperation on problems crossing national borders, from transport links, trade rules, and energy connections to trafficking and the war in Afghanistan. [2]
Shared rivers offered one practical field for this work. Kerry announced Smart Waters, a program to train water managers and improve river basin planning. [2]
