United States Recognizes Egyptian Independence
1922-04-26
President Warren G. Harding recognized Egypt’s independence on 26 April 1922 in a message to King Ahmed Fuad, delivered in Cairo by American representative J. Morton Howell. Formal diplomatic relations began that day. Howell had previously conducted consular and unofficial diplomatic business in a country whose foreign affairs Britain controlled. [5] [3]
Britain had notified Washington that it was ending its protectorate while reserving matters affecting British imperial interests for later agreement. Egypt could establish its own foreign ministry and send representatives abroad. The United States also attached a condition: recognition would preserve its existing commercial privileges and capitulatory rights in Egypt. [1] [2]
The American agency in Cairo became a legation that June. Egypt’s resident representation in Washington followed on 22 January 1924, when S. Yousry Pasha became its first minister. In 1946, the governments agreed to exchange ambassadors, and Mahmoud Hassan presented his new credentials to President Harry Truman that October. [3] [6] [7] [4] [8]
