Cuban and American Interests Sections Reopen

1977-09-01

Diplomats returned to Havana and Washington on 1 September 1977. Lyle Lane headed the new American interests section in Cuba; Ramón Sánchez-Parodi headed its Cuban counterpart in the United States. Each government again had its own regular staff in the other’s capital after sixteen years without direct representation. [1]

Talks in Havana that spring had dealt with fisheries, maritime boundaries, and the exchange of representatives. The practical work extended to the buildings. Visiting American officials found that their old chancery was no longer weather-tight and needed a new roof; Assistant Secretary of State Terence Todman raised the damage with his Cuban counterparts. [1]

Switzerland protected the American section, and Czechoslovakia protected the Cuban one. That arrangement let the two governments handle messages and consular business while full diplomatic relations remained suspended. Disagreements over Cuba’s activities in Africa complicated American discussions about proceeding further. The sections kept operating for decades, becoming embassies when relations resumed in July 2015. [3] [2] [1]

At an August 1977 review, Treasury and State favored continued negotiations, while national security and defense officials pressed for concrete Cuban restraint in Africa before easing the embargo. [3]
