Benito Mussolini
Born 1883
Died 1945
Benito Mussolini was born in 1883 and began his political career as a socialist. Support for Italian intervention in the First World War brought a break with that movement. In 1919 he founded the Fascist movement, whose armed supporters attacked opponents and challenged parliamentary government. After the March on Rome in October 1922, King Victor Emmanuel III invited him to form a government. 1
Mussolini initially governed through a coalition, then used changes to election law, intimidation, and executive powers to establish a dictatorship. By the end of 1925 the head of government was no longer responsible to Parliament. Fascist authority nevertheless coexisted with the monarchy and the party’s Grand Council, institutions that later played a part in his removal. 1, 2
Imperial expansion became a major expression of Fascist power. Italy’s invasion of Ethiopia in 1935–36 employed aerial bombardment and chemical weapons. Mussolini personally authorized the use of poison gas, and Italian forces deployed mustard gas despite international restrictions. The campaign challenged the League of Nations and imposed Italian colonial rule through military violence. 3
Closer cooperation with Adolf Hitler culminated in the Pact of Steel in May 1939. Italy entered the Second World War on Germany’s side in June 1940 and joined Germany in declaring war on the United States in December 1941. The alliance connected Mussolini’s ambitions to a conflict that Italy’s armed forces struggled to sustain. 1, 4, 5
At home, the regime introduced antisemitic legislation in 1938, excluding Jews from public employment and military service and restricting marriage and participation in public life. These measures dispossessed and marginalized a population long integrated into Italian society. After German occupation in 1943, persecution escalated to roundups and deportations to killing centers. 2
Military defeats undermined Mussolini’s position. The king dismissed him in July 1943, and Italian authorities detained him. German forces subsequently freed him and installed him at the head of the Italian Social Republic in northern Italy, dependent on German occupation. As the Axis position collapsed, he attempted to escape toward Switzerland. Italian partisans captured and executed him on April 28, 1945. 1, 2
