Pablo Obregón

Pablo Obregón was an independence officer and member of Mexico's first Congress before becoming the republic's minister to the United States in 1824. He succeeded José Anastasio Torrens and worked under instructions from Lucas Alamán. His responsibilities included watching American territorial ambitions and assessing how Washington might respond to a renewed European effort to restore Spanish rule in Mexico. 1

His mission extended into the Caribbean. Obregón cultivated Cuban independence supporters and refugees in Philadelphia and New York, obtained their political publications, and helped circulate copies of Mexico's 1824 constitution in Cuba. Reports to Mexico combined political observation with confidential intelligence. He used numerical codes to protect sensitive passages; historian Roberto Narváez reconstructed the system and published decoded dispatches on American politics and the Cuban question. 1

A dispatch of 16 January 1826 shows him weighing commercial pressure against diplomatic risk. Considering proposals to increase duties on French goods, he warned that Mexico's policy should depend on its objectives in the war with Spain. If Mexico intended to support the independence of Spain's Caribbean islands, provoking France might encourage French assistance to Spain. He therefore urged caution rather than assuming that punitive tariffs would secure recognition. 2

Obregón died by suicide in Philadelphia in 1828. 1
