Manuel Tello Baurraud
Manuel Tello Baurraud rose through consular and diplomatic service, including posts in Antwerp and Yokohama and work with the League of Nations. He held senior Foreign Ministry administrative positions before becoming foreign secretary. In April 1951, he explained to American officials that Mexico's support for UN action in Korea did not commit it to sending troops, citing public opposition and the costs of deployment. 1, 2
In Washington, Tello pursued the protection of Mexican agricultural workers. During a February 1954 meeting with Dwight Eisenhower, he argued that fair wages were the central obstacle to renewing an agreement on their entry into the United States. He questioned whether a prevailing wage formula would adequately protect workers in districts where Mexican labor already predominated and suggested stronger wage language. 3
Tello returned to the Foreign Ministry under Adolfo López Mateos and helped negotiate the Chamizal settlement. He insisted that the disputed land should return to Ciudad Juárez in accordance with the 1911 arbitration, and signed the 1963 convention with U.S. Ambassador Thomas Mann. He subsequently represented Zacatecas in the Senate and died in 1971. 4, 5
