Jorge Mario Montaño Martínez
Jorge Montaño studied law and political science at UNAM and pursued graduate study at the London School of Economics. He built his diplomatic career in multilateral affairs, directing Mexico's work with international organizations and later serving as its permanent representative to the United Nations. His first UN ambassadorship preceded his transfer to Washington in 1993. 1, 2
In Washington, Montaño represented Mexico during the debate over NAFTA and immigration. In September 1993, he delivered Foreign Secretary Fernando Solana's response to Senator Dianne Feinstein's concerns about migration into California. Solana's letter linked Mexico's support for freer trade to the creation of economic opportunities at home and offered continued dialogue on migrant rights and border issues. 3
After leaving Washington in 1995, Montaño taught at ITAM until 2013, when he returned to the United Nations. During his second UN appointment, Mexico worked on disarmament, human rights, the 2030 development agenda, and renewed participation in peacekeeping. He died in November 2022. 1, 2
