Émile Daeschner

Émile Daeschner entered the diplomatic service in 1887 after studying law and political science. He worked in ministerial offices and at the embassies in London and Madrid, and became chief of cabinet for Raymond Poincaré in 1912. He subsequently represented France in Lisbon and Bucharest before his appointment to Washington. 1

His American assignment coincided with the renewed effort to settle France's First World War debt. In September 1925 he notified the State Department of the delegation accompanying Finance Minister Joseph Caillaux and confirmed that he and the embassy's financial attaché would join it. Henry Bérenger, then a senator in that delegation, later succeeded him as ambassador. 2, 1

Daeschner also handled international communications policy. In August 1925 he explained to Washington that the forthcoming Paris Telegraph Conference would consider service rules and charges rather than revise the underlying St. Petersburg Convention. He argued that a separate radiotelegraph conference needed time for participating governments to prepare proposals. After Washington he served as ambassador in Turkey from 1926 to 1928 and died in Paris in December 1928. 3, 1
