Juan Carlos I Addresses Congress during Spain’s Transition
1976-06-02
Under Francisco Franco's dictatorship, political parties had been prohibited, political freedoms restricted, and the Cortes organized around the regime rather than competitive representation. His death in 1975 left the monarchy's relationship with an elected parliament to be established. [1]
Juan Carlos I addressed a joint meeting of the U.S. Congress on 2 June 1976, during his first overseas visit as king. Spain was beginning its political transition after Franco’s death. The king promised a monarchy open to citizens’ political participation and an orderly choice among governments according to the freely expressed wishes of the people. [2] [3] [1] [4]
President Gerald Ford welcomed Juan Carlos and Queen Sofía at the White House that morning. He connected the visit with America’s bicentennial and Spain’s assistance during the Revolutionary War. The two governments had recently concluded a Treaty of Friendship and Cooperation, extending a defense relationship that had begun under Franco in 1953. [4] [5]
At dinner, Juan Carlos praised elected government, consent, and the rule of law in the American constitutional system. Spain’s own reform still required decisions at home. Later in 1976, Adolfo Suárez’s government secured a political reform law; elections in June 1977 produced the two chambers that would draft a new constitution. [5] [1]
The Congress and Senate elected in 1977 debated a new constitution, reconciled their versions, and approved it for a national vote. Voters endorsed the constitution on 6 December 1978. [1]
