John Kerry Visits Kyiv after the Maidan Killings
2014-03-04
John Kerry laid flowers and lit a candle on Kyiv’s Instytutska Street on 4 March 2014, where protesters had been shot during the final days of Viktor Yanukovych’s presidency. He walked among their memorials before meeting Ukraine’s new leaders. [1]
Russia’s intervention in Crimea had turned a domestic political crisis into an international confrontation. Kerry met acting president Oleksandr Turchynov, prime minister Arseniy Yatsenyuk, and political and religious leaders, offering visible American support as the new authorities faced uncertainty over both Ukraine’s territory and its finances. In Washington, Treasury Secretary Jacob Lew outlined assistance tied to economic reform. The administration was working with Congress on $1 billion in loan guarantees, intended in part to cushion vulnerable households from the costs of adjustment, while an International Monetary Fund team was already in Kyiv.
