The Republic of Korea Establishes Relations with the United States

1949-03-25

John Myun Chang presented his credentials to Harry Truman on 25 March 1949, establishing diplomatic relations between the United States and the Republic of Korea. Washington had recognized the new government on New Year’s Day, following a United Nations resolution on the elections held in the south. [3] [1]

Japan’s defeat in 1945 had ended colonial rule but left Soviet and American occupation forces on opposite sides of the 38th parallel. Efforts to establish a single Korean government failed. On 15 August 1948, the Republic of Korea was inaugurated in the south, where United Nations observers had been allowed to monitor elections. [2]

American military government had ended, but the new republic still needed relief and reconstruction. In June 1949, Truman asked Congress to continue assistance, describing a country separated from much of the peninsula’s coal, electricity, and fertilizer production. [2]
