Singapore and the United States Sign the Military Access Memorandum
November 1990
Prime Minister Lee Kuan Yew and US Vice President Dan Quayle signed a memorandum in November 1990 allowing American forces to use facilities in Singapore. Ships and aircraft could stop for fuel and logistical support or pass through on deployment, helping sustain an American presence far from its home ports. [1]
Singapore retained control of the facilities and remained outside a treaty alliance with the United States. In 1998, the governments extended access to the new Changi Naval Base, whose facilities could accommodate larger American warships. [1]
In 2005, the governments extended the memorandum and signed a separate Strategic Framework Agreement; in September 2019, they renewed the access agreement for another fifteen years. [1]
