Víctor Eguiguren
Víctor Eguiguren Escudero (1852–1919) was a Piura lawyer, landowner, and legislator whose interests extended to geography and environmental history. After studying at San Marcos he represented Piura in Congress and later served as its prefect. His public career included work with Manuel Candamo’s provisional government in 1895, service in the Senate, and diplomatic appointments in the United States and Argentina. 1
His Washington correspondence documents Peru’s position as a neutral during the Spanish-American War. In July 1898 he acknowledged Secretary of State William R. Day’s instructions concerning neutral warships entering or leaving American blockaded ports and undertook to forward them to Lima. 2
Eguiguren’s observations of the devastating Piura rains of 1891 became part of the region’s environmental record. His newspaper account described collapsed buildings, the destruction of the bridge, and interrupted food supplies. In 1894 he presented a historical study of Piura’s rainfall, assembling chronicles, geographical descriptions, and a record of rainy years. He also wrote about the city’s foundation and successive locations. 3, 4
In comparing the 1982–1983 El Niño with earlier episodes, geophysicist Ronald Woodman used Eguiguren’s nineteenth century research alongside instrumental measurements and local tradition. 5
