Valeriy Chaly

Valeriy Chaly moved between independent policy research and government. At the Razumkov Centre he supervised work on foreign policy, international law, and security, and chaired a civil society expert council concerned with EU–Ukraine cooperation. He became deputy foreign minister in 2009 but resigned in April 2010 in protest against President Viktor Yanukovych's policies, returning to the research center. In 2014–2015 he was deputy head of the presidential administration and President Petro Poroshenko's foreign policy adviser. 1, 2

Chaly arrived in Washington in 2015 with the war in eastern Ukraine already under way. In an interview at the embassy that year, he described maintaining bipartisan American support, defending Ukrainian sovereignty, and attracting investors as priorities. He argued that judicial and procurement reform were necessary to reduce corruption and that Ukraine's security relationship with the United States depended on trust. 2

After completing his ambassadorship in 2019, Chaly returned to the nongovernmental sector as chair of the board of the Ukraine Crisis Media Center. 1
