S. S. Ray

Siddhartha Shankar Ray trained as a barrister and practiced in the Calcutta High Court before entering politics. A grandson of nationalist leader Chittaranjan Das, he became a central education minister, chief minister of West Bengal from 1972 to 1977, and governor of Punjab from 1986 to 1989. 1, 2

His political record remained deeply contested. In West Bengal he confronted the Naxalite movement amid severe violence; opponents accused his government of human rights abuses and partisan repression. He was also criticized for his role in the 1975 Emergency. In a later interview he defended the Emergency itself while condemning its abuses. 2

Ray served as ambassador to the United States from 1992 to 1996. He cultivated congressional and business contacts and encouraged Indian Americans to participate in India's changing economy. In a 1996 congressional tribute, Representative Thomas Manton described his work with federal, state, and local officials and his extensive travel to diaspora communities. Ray's wife Maya, also a barrister and former elected official, shared in the embassy's public and social work. He died in Kolkata in November 2010. 1, 2, 3
