Rubens Antonio Barbosa
Rubens Antonio Barbosa entered the Rio Branco Institute in 1960 after legal studies and later earned a politics degree at the London School of Economics. He worked on relations with Eastern Europe, international financial negotiations, and the simplification of Brazil’s foreign trade procedures. As a senior Foreign Ministry official, he helped coordinate Brazil’s position in the early Uruguay Round and the formative phase of Mercosur. 1
His ambassadorships in London and Washington coincided with changes of government in both countries. In Washington, he represented Brazil during the September 11 attacks and the wars in Afghanistan and Iraq. After diplomatic service, he became a business adviser and commentator on international affairs. His books include The Washington Dissensus, while his institutional work extended to FIESP and the journal Interesse Nacional. 1
