Roth
Roth served as France’s chargé d’affaires during Hyde de Neuville’s absence. John Quincy Adams’s diary supplies a direct record of the transition: on 14 February 1821, Roth, described as the former chargé, requested an audience at which the returning minister could present the members of his legation to President James Monroe. 1
His work included the dispute over the French ship Apollon, seized by American authorities in Spanish Florida. Adams’s February diary recalled Roth’s strong objections to the seizure; that account reflects the American secretary’s position in a contested case. In a July letter to Monroe, Adams referred to Roth’s impending departure for France while asking for the return of a draft response about the ship. 2, 3
