Roberto Guillermo MacLean Ugarteche

Roberto Guillermo MacLean Ugarteche combined legal scholarship, judicial service, and diplomacy. He entered San Marcos in 1947 and studied law there and at Cambridge, obtaining a law qualification and a master’s in law. He became a judge of Peru’s Supreme Court and an international arbitrator, and taught at San Marcos before serving as dean of the law faculty at the Pontifical Catholic University. 1, 3

He represented Peru in Washington in 1991–92. His ambassadorship ended amid the constitutional crisis provoked by Alberto Fujimori’s April 1992 dissolution of Congress. On 22 April, contemporary reporting listed his resignation alongside that of Peru’s OAS representative Luis Marchand. 1, 2

MacLean’s later work returned to international law and legal education. He was one of Peru's lawyers at the International Court of Justice in its maritime case against Chile, on the team led by Allan Wagner. He also taught at Georgetown, Southern Methodist University, the Hague Academy of International Law, and the Royal Canadian Mounted Police Academy. In 2020, San Marcos preserved a multipart oral history interview about his family, education, and professional life. 1, 3
