Roberto de Oliveira Campos
Roberto de Oliveira Campos trained in philosophy and theology before joining the foreign service in 1939. A wartime posting in Washington allowed him to study economics at George Washington University; he later continued at Columbia. He attended the 1944 Bretton Woods conference and became one of the diplomats who moved between foreign economic negotiations and domestic development planning. He helped build the national development bank and coordinated work on Juscelino Kubitschek’s industrial development program. 1, 4
As ambassador in Washington from 1961 to 1964, Campos dealt with debt relief, American aid, and disputes over nationalizing foreign owned utilities. He and San Tiago Dantas promoted negotiated purchase with compensation as a way to reconcile Brazilian public ownership with American property claims. The 1963 aid negotiations produced a conditional lending agreement, but the failure of Brazil’s stabilization program and growing political distrust strained its implementation. 1
In December 1962 he protested what he believed was an American official campaign encouraging hostile press coverage. Embassy colleague Marcílio Marques Moreira warned the State Department that Campos felt shut out of senior American officials and that this exclusion threatened efforts to improve relations. Campos eventually resigned after disagreements with Goulart, remaining until early 1964. 2, 3, 1
After the military coup, Campos served as planning minister under Castelo Branco, pursuing stabilization and institutional economic reforms. He later became ambassador in London, senator for Mato Grosso, and federal deputy for Rio de Janeiro. His books and journalism argued for monetary stability, privatization, and a smaller state role in production. Elected to the Brazilian Academy of Letters in 1999, he died in 2001; his memoir A Lanterna na Popa had appeared in 1994. 4
