Robert Liston
Robert Liston (1742–1836) entered diplomacy through teaching. After studying at Edinburgh, he tutored Gilbert and Hugh Elliot in Paris, where David Hume supervised their education. Hugh’s later diplomatic appointments brought Liston work as his secretary. By the time Liston went to America in 1796, he had headed British missions in Madrid, Stockholm, and Constantinople. 1
In America, Liston dealt with implementation of the Jay Treaty, including British creditors’ unpaid debts from the Revolutionary era and the northeastern boundary. His surviving papers also cover Anglo-American discussions about Santo Domingo. Henrietta Liston, whom he married just before their departure, accompanied him on extensive journeys and helped cultivate their relationships with George and Martha Washington. 2, 4
The Blount affair threatened that relationship in 1797. John Chisholm presented a plan to take Spanish territory with British support. Liston expressed objections concerning American neutrality and the use of Indigenous forces, yet forwarded the proposal to London and furnished introductions for Chisholm. His May dispatch entertained sending a trusted observer back with him. When the scheme became public, Liston told Secretary of State Timothy Pickering that he had given it no encouragement. He reported that he had never met Senator William Blount and had not known of Blount’s involvement. 3
After America, Liston served at The Hague and later returned to the Ottoman embassy, leaving on his second mission in 1812. He eventually retired to Millburn Tower near Edinburgh. He died in 1836, having outlived Henrietta by eight years. 1
