Philippe Étienne

Philippe Étienne trained as a mathematician before entering diplomacy in 1980. His early assignments included Belgrade, Bonn, Brussels, and Moscow. He served as ambassador to Romania, directed international cooperation, led Foreign Minister Bernard Kouchner's staff, and represented France at the European Union and in Germany. ¹

In 2017 he was preparing to take up the Moscow embassy when Emmanuel Macron instead appointed him diplomatic adviser and coordinator for G7 and G20 diplomacy. Étienne became ambassador in Washington in 2019. ¹

In September 2021 France recalled Étienne for consultations after the announcement of AUKUS and Australia's cancellation of its French submarine program. He subsequently returned to Washington. On 30 September he met National Security Adviser Jake Sullivan, who described the talks as part of renewed consultation and efforts to rebuild confidence following the presidents' telephone conversation. ^{2, 3}

After leaving Washington in 2023, Étienne taught at Columbia and directed Mission Libération, which organized commemorations of the liberation of France. In April 2026 he was elected president of the Paris Peace Forum, succeeding Ángel Gurría. ^{1, 4}
