Herbert Hoover
Herbert Hoover became president in 1929 after an international career as a mining engineer, humanitarian relief organizer, and secretary of commerce. His reputation rested on administrative competence and confidence in voluntary cooperation between government and business. The Great Depression overwhelmed those expectations and dominated his single term. 1
The international economic crisis linked American banks, European debts, German reparations, and collapsing trade. Hoover proposed a temporary moratorium on intergovernmental payments in 1931 in an effort to arrest the crisis. His signature on the Smoot–Hawley Tariff in 1930 nevertheless contributed to a broader turn toward protectionism that obstructed international recovery. 2
Hoover pursued naval arms limitation and supported the London Naval Treaty of 1930. In Latin America, he moved toward less frequent military intervention and steps to end existing occupations. When Japan seized Manchuria in 1931, Secretary of State Henry L. Stimson announced that the United States would not recognize changes imposed in violation of existing treaty obligations. The policy registered opposition without military enforcement. 2
Hoover initially relied heavily on voluntary measures and local relief, but later expanded federal action through institutions including the Reconstruction Finance Corporation. He remained reluctant to provide direct federal relief to individuals. Unemployment, bank failures, and farm distress continued, while the forced removal of the Bonus Army from Washington in 1932 damaged his standing. Franklin D. Roosevelt defeated him that year, opening a sharp dispute over the federal government’s economic responsibilities. 3
