Lyndon B. Johnson

Lyndon Baines Johnson became president after John F. Kennedy’s assassination in November 1963 and won a full term in 1964. A former Senate majority leader, he used extensive legislative experience to advance the Great Society. His presidency also transformed the American commitment in Vietnam from an advisory effort into a large ground and air war. 1

Johnson treated South Vietnam’s survival as a test of American credibility and containment. After the Gulf of Tonkin incidents in 1964, Congress approved a broad resolution supporting presidential military action. In 1965 he began sustained bombing of North Vietnam and sent American combat units into the South. The war expanded despite mounting casualties and evidence that military escalation was not producing the intended political settlement. 2

The Tet Offensive in 1968 deepened the crisis of confidence at home. Johnson limited some bombing, pursued negotiations, and announced that he would not seek another term. Outside Vietnam, he ordered intervention in the Dominican Republic in 1965 and continued efforts to regulate superpower competition. His administration signed the Outer Space Treaty and the Nuclear Non-Proliferation Treaty, combining war with negotiations to constrain particular military risks. 2

Johnson signed the Civil Rights Act of 1964 and Voting Rights Act of 1965, dismantling major legal foundations of segregation and voting exclusion. Medicare, Medicaid, education funding, antipoverty programs, and immigration reform expanded the federal role. Urban unrest, racial violence, rising expenditure, and opposition to Vietnam fractured the coalition supporting those measures. The resulting record joined durable domestic reforms to a war that sharply damaged public trust in government. 3
