Walter Q. Gresham

Walter Q. Gresham served as Secretary of State under Grover Cleveland from 1893 until his death in 1895. A Union general and federal judge from Indiana, he had held cabinet office under Republican president Chester A. Arthur before supporting Cleveland. His appointment brought a former Republican into a Democratic administration that was reconsidering its predecessor’s expansionist policies. 1

Hawaii became the most prominent early issue. An investigation into the overthrow of Queen Liliʻuokalani identified the involvement of the American representative and American forces. Cleveland withdrew the pending annexation treaty and sought to restore the monarchy. Gresham supported that reversal, but the effort failed to secure restoration, and the new Hawaiian government retained control. The episode exposed the difficulty of undoing a political transformation in which American officials had participated. 1

Gresham also dealt with the status of naturalized American citizens in the Ottoman Empire, particularly people of Armenian origin returning to their former homes. Claims to American protection collided with Ottoman restrictions and suspicions of revolutionary activity. He declined proposals that would have committed the United States more deeply to protecting missionaries through a naval establishment at Smyrna. His secretaryship emphasized restraint in acquiring territory and making new overseas commitments, while still defending American citizens and commercial interests within an expanding international presence. 1
