Benjamin Harrison
Benjamin Harrison, a former Union officer and Indiana senator, served as president from 1889 to 1893. He was the grandson of William Henry Harrison and belonged to the Republican Party’s generation shaped by the Civil War. His administration combined protection of American industry with efforts to expand foreign markets and strengthen the country’s international position. 1
Harrison and Secretary of State James G. Blaine promoted closer relations with Latin America through the first International Conference of American States and reciprocal trade agreements. Naval development supported a more assertive approach to disputes abroad. A clash involving American sailors in Chile in 1891 brought threats of force before Chile offered an apology and compensation. The lynching of Italians in New Orleans also caused a serious diplomatic dispute with Italy. 2
Harrison supported annexation of Hawaii after the overthrow of the monarchy in 1893, but the proposed treaty did not secure Senate approval before he left office. His successor, Grover Cleveland, withdrew it. Efforts to secure a canal route through Nicaragua likewise remained incomplete. These projects nevertheless formed part of a growing official interest in Pacific and Caribbean strategic positions. 2
At home, Harrison signed the McKinley Tariff, the Sherman Antitrust Act, and the Sherman Silver Purchase Act in 1890. The tariff combined high protective duties with presidential authority to negotiate reciprocal arrangements. Federal spending and veterans’ pensions increased, while proposals to protect Black voting rights failed in the Senate. Cleveland defeated Harrison in the 1892 election. 3
