Pedro Beltrán

Pedro Beltrán Espantoso combined export agriculture, journalism, and economic policy. Educated at the London School of Economics, he returned to Peru to introduce machinery and modern cultivation methods on his Cañete property. He led agricultural associations, entered central banking, and acquired an interest in La Prensa. His advocacy of private enterprise and freer trade grew from this experience as both an economist and a landowner. 5, 1

His Washington service in 1944–1945 coincided with planning for the postwar international order. He represented Peru at Bretton Woods and attended Cordell Hull’s September 1944 briefing of Latin American ambassadors on the Dumbarton Oaks proposals. Trade policy also occupied the embassy: in September 1945 the State Department asked him to convey objections to Peru’s import licensing and exchange controls, issues on which he would become an outspoken critic of his own government. 2, 3, 5

At La Prensa, Beltrán recruited a new generation of reporters and pushed changes in presentation and newsroom practice. His political positions also brought conflict with governments he had once supported: Odría imprisoned him in 1956. He later served as prime minister and finance minister under Manuel Prado from 1959 to 1961, seeking budgetary balance, monetary stability, and a larger role for private investment. The programme benefited from renewed demand for Peru’s exports as well as fiscal measures. 4, 5, 1

Beltrán headed the Inter American Press Association in 1964–1965. La Prensa opposed the military government established in 1968, and a residence requirement was used in 1972 to remove him from its directorship. The government took over the newspaper in 1974. He died in 1979, before it returned to private ownership. 6, 4
