P. K. Kaul

Pratap Kishen Kaul studied economics at Allahabad and public administration at Harvard. An Indian Administrative Service officer from the 1951 intake, he worked in Uttar Pradesh before holding senior positions in commerce, finance, and defense in the central government. He became cabinet secretary in 1985 and ambassador to the United States in 1986. ¹

Kaul's American outreach included a five day visit to California in March 1987. India-West reported his discussions of Pakistan's nuclear program, the Punjab crisis, and dual citizenship for Indians abroad. Los Angeles mayor Tom Bradley presented him with the key to the city. ²

After his Washington term, Kaul chaired a committee on the responsibilities of mutual fund trustees. In 1999 the Securities and Exchange Board of India adopted measures following the committee's report and consultations, including reporting of trustees' securities transactions, regular meetings, and clearer requirements for due diligence. ³
