Oswaldo de Rivero

Oswaldo de Rivero Barreto combined diplomatic service with criticism of conventional development policy. A graduate of Peru’s Diplomatic Academy who undertook postgraduate study in Geneva, he served in London, Moscow, Geneva, and New York. His multilateral appointments included representation to the World Trade Organization and the United Nations, including the Security Council. ¹

His books include International Development Law and the New International Economic Order and El mito del desarrollo, published in English as The Myth of Development and translated into several other languages. The latter questions the assumption that either state planning or market reforms necessarily bring prosperity to poorer societies. Its later editions emphasize food, water, energy, population pressures, and ecological limits, arguing for policies directed toward national survival. ^{1, 2}

Peru appointed de Rivero ambassador to the United States in October 2021. Supreme Resolution 148-2022-RE, dated 4 November 2022, ordered the end of his mission and cancellation of his credentials while reserving the effective termination date for a later ministerial resolution. ^{3, 4}
