Oleh Bilorus

Oleh Bilorus came to diplomacy from economic research and management education. After graduating from Kyiv's Institute of National Economy in 1960, he worked in industrial planning and taught economics. His international experience included research in Yugoslavia and the United States and a senior post at the United Nations Economic Commission for Europe in Geneva. Around the end of Soviet rule, he helped establish management education and international economic research institutions in Kyiv. 1

As independent Ukraine's first ambassador to the United States, Bilorus had to create a working embassy while preparing President Leonid Kravchuk's 1992 Washington visit. He later recalled the shortage of staff, equipment, transport, and funds. The mission initially occupied donated rented offices; building contacts with American officials and establishing permanent premises were immediate priorities. 2

After Washington, Bilorus served several terms in Ukraine's parliament, worked on foreign affairs, and represented the legislature in international parliamentary organizations. His public career continued alongside scholarship on globalization and economic development, including work within the National Academy of Sciences. 1
