Nüzhet Kandemir
Nüzhet Kandemir was born in Istanbul in 1934, attended Galatasaray, and graduated in political science at Ankara University. He entered the foreign ministry in 1957, with early assignments in Madrid and Oslo. His career then developed a substantial multilateral dimension in Geneva, including Turkish representation at the United Nations and leadership roles in the refugee agency’s governing council. 1, 2
From 1973 to 1979 he worked in the UN’s Division of Narcotic Drugs. He later directed international security affairs in the Turkish foreign ministry, served as ambassador to Iraq during the Iran–Iraq War, and became the ministry’s undersecretary. His Washington appointment in 1989 followed these senior regional and administrative roles. 2
Kandemir’s Washington years included disputes over the conditions attached to American assistance. In June 1996, after consulting Foreign Minister Emre Gönensay, he notified the administration and congressional leaders that Türkiye would reject Economic Support Fund aid after the House attached conditions concerning recognition of the Armenian genocide. Contemporary reporting distinguished that refusal from the separate military credit program. 3
After retiring in 1998, he returned to international drug control work as a member of the International Narcotics Control Board from 2000. He also entered party politics, serving in the True Path Party’s leadership and foreign relations work, and chaired a foreign policy discussion platform. He died in July 2016. 2, 1
