Mouhyi al-Khateeb

Mouhyi al-Khateeb headed the Iraqi interests section in Washington from 1977 to 1979. When Baghdad signaled interest in improving relations, State Department officials recommended using him to carry a direct American response rather than relying on an intermediary.
