Marcello Cerruti
Marcello Cerruti was born in Genoa in 1808 and entered Sardinian consular service in Constantinople in 1825. In the revolutionary years around 1848–49, he worked with Polish and Hungarian exiles seeking to weaken Austrian power. His later South American service included commercial treaties, support for emigrant hospitals, and claims for Sardinian residents’ wartime losses. 1
In 1862, Cerruti led a diplomatic and scientific mission to Persia and concluded a commercial treaty. As the Italian foreign ministry’s secretary general, he then helped reorganize its administration, extend consular representation, and give greater weight to trade and emigrants’ interests. The reforms of 1866 drew on his report, although subsequent governments revised them. 1
In Washington, Cerruti and William H. Seward signed a consular convention on February 8, 1868. It regulated consular protection, official records, shipping disputes, and assistance to nationals. They followed it with an extradition convention on March 23, with an explicit exception for political offenses. 2
Cerruti also discussed Italy’s naval expedition to the River Plate with Seward in February 1868. Seward reported that he was considering American good offices to help resolve Italy’s dispute with Paraguay. 3
Cerruti subsequently served in Madrid and supported Amedeo of Savoy’s candidacy for the Spanish throne. A senator from 1870, he continued to address commercial and consular affairs and later supported Italian colonial expansion. He died in Rome in 1896. 1
