José Antonio Arbesú Fraga
José Antonio Arbesú Fraga combined diplomatic service with senior responsibilities in the Cuban Communist Party’s international apparatus. He headed the Cuban Interests Section in Washington and belonged to the Cuban delegation involved in negotiations for peace in southern Africa. His official obituary also records his subsequent leadership of the party’s Americas work, continuing responsibilities previously held by Manuel Piñeiro. 1
In January 1992, Monsignor Robert N. Lynch of the United States Catholic Conference asked Arbesú to convey a request for clemency for three Cuban Americans facing death sentences. Lynch acknowledged that one sentence had already been commuted and sought similar treatment for the others. 2
His later party work entered a public diplomatic dispute in 2004. Mexico’s government cited an April visit by Arbesú and another party official among its reasons for reducing relations with Cuba to chargé level. It alleged that they had conducted political business outside agreed diplomatic channels, while withholding detailed evidence. 3
Arbesú died in Havana on September 26, 2020, aged eighty. 1
