Jorge de Carvalho e Silva

Jorge de Carvalho e Silva entered consular service in 1940. Wartime work in Britain preceded assignments in Washington, Paris, and Rome. Economic diplomacy became a recurring responsibility: he worked on wheat and food policy meetings in Washington, then handled commercial relations with Japan, Poland, Czechoslovakia, and the Soviet Union from the ministry in Brazil. 1

Returning to Washington as minister-counselor in 1963, Carvalho e Silva repeatedly acted as chief of mission during changes of ambassador and the political transition surrounding the 1964 coup. He later became ambassador in Colombia and, from 1969, the foreign ministry’s secretary-general for foreign policy under Mário Gibson Barboza, frequently serving as acting foreign minister. 1

Carvalho e Silva helped organize scientific and technological cooperation with West Germany. He headed bilateral commissions, worked on exchanges of nuclear researchers, and participated in the diplomatic groundwork preceding the 1975 nuclear agreement. After an ambassadorship in Italy, he returned to Germany as ambassador in 1977. 1
