Johannes Albertus Hermanus “Herb” Beukes

Herb Beukes had worked at South Africa’s Washington embassy before becoming its ambassador. In September 1977, while Donald Sole headed the mission, Beukes visited Congressman Don Bonker to discuss Steve Biko’s death in police detention. Bonker subsequently wrote to Sole that Beukes had explained Pretoria’s position, but that serious concerns remained. He urged an independent investigation and changes to the laws governing political detention. 4

Beukes returned as ambassador in 1985 amid deteriorating relations over apartheid. American accreditation was delayed before the State Department accepted his appointment on 23 September. He presented his credentials to President Ronald Reagan on 5 November. 1, 2, 3

Beukes defended Pretoria’s policies through an embassy newsletter, A Letter from South Africa. In September 1986, he promoted the KwaNatal Indaba, a proposed joint arrangement for Natal and KwaZulu, as a route to representative government. Beukes described its proposed bill of rights and negotiations over an executive authority and electoral system, contrasting these with congressional calls for sanctions. He urged sanctions supporters to encourage the African National Congress to join negotiations and argued that economic pressure would obstruct the settlement Pretoria favored. 3
