João Carlos Muniz

João Carlos Muniz spent much of his career in the United States. A law graduate from Cuiabá, he became vice-consul in New York in 1918 and pursued further legal study there. Consular assignments in Chicago, London, and Baltimore followed. By 1934 he was commercial counselor in Washington, working on trade alongside participation in international labor conferences. In 1938 he became Foreign Minister Oswaldo Aranha’s chief of staff and chaired Brazil’s Immigration and Colonization Council. 1

After wartime postings in Havana and Quito, Muniz headed the Brazilian delegation to the 1943 Hot Springs food conference. He then served as Itamaraty’s secretary-general and represented Brazil in the developing postwar institutions, including the United Nations and trade negotiations under GATT. He became ambassador in Washington in October 1953, remaining through Vargas’s death and the presidential transitions that brought Juscelino Kubitschek to office. 1

In January 1956 Muniz accompanied president-elect Kubitschek to talks with Secretary of State John Foster Dulles. Their discussion linked Brazilian development and foreign investment with American concerns about communism; Roberto Campos also participated. Muniz moved to the Argentine embassy later that year and presided over the international conference establishing the International Atomic Energy Agency. He retired in 1958 and died in 1960. 2, 1
