Ignacio García
Ignacio García, identified in archival scholarship as Ramón Ignacio García, succeeded José Carlos Tracy as Peru’s representative in the United States in August 1880. Nicolás de Piérola appointed him during the War of the Pacific. His assignment continued the search for American assistance and mediation, but his dealings with the State Department required an interpreter. 1
Writing from New York on 18 December 1880, García sent William Evarts his government’s response to the failed peace conferences at Arica. He explained that serious illness prevented him from delivering it personally. In the enclosed circular, Peru's foreign minister rejected Chile’s demands and defended Peru’s request for arbitration. García resigned and unsuccessfully sought renewed mediation. By June 1881, García Calderón’s government had announced his recall and appointed Juan Federico Elmore. 2, 1, 3
