Hüseyin Ragıp Baydur
Hüseyin Ragıp Baydur began as an educator and writer. Born in 1890, he studied law, worked in schools, and wrote books on teaching Turkish. During the National Struggle he edited Hâkimiyet-i Milliye in Ankara. He also contributed to Talebe Defteri and Muallim and participated in the Turkish delegation at Lausanne. 1, 2
Diplomacy took him to Paris, Bucharest, Rome, and twice to Moscow. His second Soviet posting, in 1943–44, brought difficult exchanges over Türkiye’s wartime neutrality. In a September 1944 conversation reported in the Turkish diplomatic archives, he rejected the suggestion that the Turkish–German nonaggression agreement had been intended to protect Germany’s flank, describing it instead as a defensive measure against a powerful threat. 1, 3
In Washington from 1945 to 1948, Baydur dealt with the emerging American aid relationship. In April 1947 he conveyed Ankara’s concern that the proposed assistance legislation might authorize American control inside Türkiye. Ambassador Edwin Wilson explained his understanding that U.S. officials would observe the use of assistance rather than administer Turkish affairs. Baydur undertook to relay that distinction to his government. 4
He later represented Türkiye in London and died in February 1955. 1
