Humberto Fernández Dávila

Humberto Fernández-Dávila y Segovia was a career diplomat whose postings ranged from Europe and Japan to North and South America. The available reference biography identifies service in Berlin and Buenos Aires and consular appointments in Yokohama, Copenhagen, and Ottawa. ¹

In August 1946 the State Department sent Fernández-Dávila the accounting of Peru’s remaining Lend-Lease obligations. In November 1947 he asked whether the United States could guarantee 12,000 tons of wheat monthly, allowing Peru to stop buying costly Argentine grain in exchange for oil. Washington declined to guarantee such supplies because of worldwide shortages, while offering emergency assistance within international allocations. ^{2, 3}

Fernández-Dávila later represented Peru in the Netherlands and Bolivia. A February 1957 exchange of notes addressed to him in La Paz set out plans to study pipelines linking Bolivian oilfields with southern Peru and Pacific outlets such as Ilo. ^{1, 4}
