H. Denant

H. Denant appears in contemporary American diplomatic correspondence as H. Denaut, the French chargé d’affaires in Washington in 1883. His surviving letters show his involvement in the international effort to protect submarine telegraph cables. On 12 September he asked the United States to send delegates when the Paris conference resumed in October; Secretary of State Frederick Frelinghuysen replied that the American representatives had been instructed to attend and conclude the convention. 1, 2

In December, Denaut sent the State Department copies of the conference proceedings and pressed for authority to sign the agreed text. He explained that further amendments could endanger the consensus reached among the participating governments. The American reply accepted signature without further changes. 3, 4
