Felippe José Pereira Leal

Felippe José Pereira Leal (1812–1880) spent more than three decades in Brazil’s diplomatic service. He began in Uruguay in 1843 and joined the Washington legation in 1845, later serving as chargé d’affaires. His subsequent assignments ranged across the Americas and Europe, including Paraguay, New Granada, Ecuador, Spain, Italy, Argentina, Venezuela, Peru, and Chile. He also belonged to the Brazilian Historical and Geographical Institute as a corresponding member. 1, 2

In Washington, Leal secured a practical improvement in maritime commerce. His official note of 25 October 1847 certified that Brazil imposed no higher tonnage or import duties on American ships and their cargoes than on Brazilian vessels under comparable conditions. President James K. Polk cited that assurance in his proclamation of 4 November, suspending discriminatory American duties on Brazilian shipping, effective from the date of Leal’s notification and conditional on continued reciprocity. 2

River access and boundaries became recurring subjects of Leal’s later work. A confidential Brazilian dispatch from Buenos Aires in July 1852 describes consultations with him before his journey toward Paraguay: the diplomats sought Argentine assurances about navigation rather than risk an obstruction on the Paraná. He later negotiated Brazil’s 1859 boundary and river navigation treaty with Venezuela. In Lima on 11 February 1874, he and José de la Riva Agüero signed an agreement adjusting the Brazil–Peru boundary where the survey line crossed the Içá or Putumayo twice. The agreement exchanged the affected pieces of territory and made the river channel the frontier between the markers. Leal retired in 1878. 1, 3
