Facundo Goñi
Facundo Goñi taught international law at the Ateneo de Madrid in 1845–1847 and published his lectures as Tratado de las relaciones internacionales de España. He entered parliament for Estella, undertook diplomatic assignments in Central America and Chile, and edited the newspaper El Reino. 1
Goñi negotiated the 1864 boundary treaty with Portugal and became undersecretary in the Ministry of State. He succeeded García Tassara in Washington in 1867. His departure spans a change of government in Spain; the scholarship places the handover to López Roberts in March 1869, later than the 1868 recall sometimes given. 1
