Eduardo Garland
Eduardo Garland Roel trained in law at San Marcos and spent his career in Peru’s diplomatic service. Early assignments included Panama, Buenos Aires, and Montevideo before he became minister-counsellor in Washington. In a 1931 report from Panama, he identified a market for Peruvian paso horses. 1, 2
Garland’s Washington responsibilities extended beyond his brief acting leadership after Manuel de Freyre’s death. In February 1945 he discussed with American officials the wording of Peru’s declaration of belligerency against Germany and Japan. He accepted proposed changes and transmitted them to Lima. The State Department then arranged for him to sign Peru’s adherence to the Declaration by United Nations on 14 February, bringing Peru formally into the wartime coalition. 3, 4
His subsequent appointments included Bolivia, Sweden, Venezuela, and Italy. After retirement he taught at Peru’s Diplomatic Academy. He died in Lima in 1982. 1
