De Vaugelas
De Vaugelas, who signed a surviving diplomatic letter F. de Vaugelas, served on the French legation staff in Washington during the 1870s. In October 1877 he was second secretary and chargé d’affaires ad interim, alongside Minister Max Outrey. 1
In September 1876 he pressed the American government to appoint commissioners for the Paris Universal Exposition of 1878. Following an earlier invitation from Amédée Bartholdi, he explained that early appointments would help resolve questions of exhibition space, admission, charges, and transport. Acting Secretary of State William Hunter replied that the matter would be brought before Congress. His full given name remains unverified. 2, 3
