Cyro de Freitas Valle

Cyro de Freitas Valle trained in law in São Paulo and entered diplomacy in 1918. Early assignments in South America and Europe led to work on boundaries, international agreements, and ministry administration. He served at the Washington embassy in the 1930s, including as chargé in 1934, and later became secretary-general of Itamaraty and acting foreign minister. Oswaldo Aranha was his cousin. 1

As ambassador in Berlin from 1939 to 1942, Freitas Valle reported on wartime trade and European politics. His correspondence included an argument in 1940 that German predominance could check communism. After Brazil broke relations with the Axis, he and other Brazilian diplomats were held at Baden-Baden before returning home. Subsequent postings included Canada, Argentina, and Chile. 1

His later career was closely tied to the United Nations. He signed the Charter in 1945, helped prepare the organization’s first meetings, represented Brazil on the Security Council, and became permanent representative in 1955. Historian Eugênio Vargas Garcia identifies him as the probable originator of Brazil’s custom of opening the General Assembly’s general debate: he spoke first in 1949 and 1950, and helped restore the practice in 1955 after an interruption. He also warned privately that automatic alignment with Washington weakened Brazil’s credibility and ambitions for a larger international role. 2

Before retiring in 1961, Freitas Valle sent fourteen farewell communications on the practical work of diplomacy. Published as Vale Dico, they discussed administration, language, records, and the obligations of public service. His papers are held at CPDOC. He died in 1969. 3, 2, 1
