Carlos García Vélez
Carlos García Vélez was the son of independence commander Calixto García. His childhood took him from Cuba into exile in the United States and then Spain. He qualified as a dental surgeon in Madrid in 1886, built a practice, founded the Revista Estomatológica in 1894, and became recording secretary of the Spanish Odontological Society. 1
In 1895 he left Spain to join the Cuban independence struggle, abandoning his dental journal and practice. He reached Cuba with his father in 1896 and finished the war as a brigadier general. The new republic appointed him its first minister to Mexico. His resignation in 1906 was followed by participation in the opposition to President Tomás Estrada Palma and imprisonment during the political crisis. 1, 2
García Vélez became minister in Washington in April 1909, while his brother Justo served as Cuba’s secretary of state. He subsequently represented Cuba at the Fourth International American Conference in Buenos Aires in 1910. Alongside Gonzalo de Quesada, he signed agreements concerning patents, trademarks, literary copyright, and arbitration of monetary claims. 3, 1, 4
He remained active in Cuban political reform. In 1923 he led the Veterans and Patriots movement and presided over its Supreme National Council, whose demands included honest elections, judicial reform, veterans’ pensions, and equal political rights for women. The coalition brought together veterans, intellectuals, and students but failed to dislodge President Alfredo Zayas. García Vélez returned to Mexico as ambassador in 1934. 2
