Carlos García-Bedoya Zapata

Carlos García-Bedoya Zapata developed Peru’s first foreign policy plan as undersecretary for planning from 1969 and served as secretary-general in 1970–1975. His teaching and writing urged diplomats to examine power, economics, and international change alongside the legal arguments that had traditionally shaped their profession. 1

He advocated greater freedom of action for Latin American states. In May 1972, heading Peru’s delegation to a special OAS session, he proposed allowing member governments to decide individually whether to restore relations with Cuba. His later embassy service in Washington brought him into direct exchanges with the Carter administration. The record of the September 1977 Carter–Morales Bermúdez meeting lists him among the Peruvian participants in discussions of arms purchases, Bolivia’s access to the sea, economic difficulties, and the return to civilian government. 1, 2

As foreign minister from February to November 1979, García-Bedoya continued those conversations. In September he explained to Cyrus Vance Peru’s advisory missions and assistance to Nicaragua after Somoza’s overthrow, arguing that engagement could prevent the isolation that Peru believed had shaped Cuba’s development. He also pressed concerns over canal tolls and welcomed the lifting of the American tuna embargo. 3, 1

García-Bedoya’s ideas circulated through teaching, articles, and the posthumous book Política Exterior Peruana. His influence also included the revival of the foreign ministry’s quarterly bulletin in 1971. He died in 1980. 4, 5
