Carlos Alfredo Lazary Teixeira
Carlos Alfredo Lazary Teixeira trained in law and entered Itamaraty in 1976. Early in his career he traveled with a Brazilian naval delegation through the Amazon to Peru’s independence celebrations. In his later oral history, he described the journey as an introduction to the river communities and the practical possibilities of regional cooperation. 1
He served as minister-counselor in Washington, deputy consul general in Miami, political section chief in Buenos Aires, and presidential adviser. As ambassador in Lima and later Quito, his work returned to South American integration. At his Ecuador confirmation hearing in 2015, he advocated commercial and academic exchanges and argued that Brazil should combat migrant smuggling while keeping legal entry open to Haitians. His later work included Amazon cooperation institutions. 1, 2
